Wyoming Horse Racing LLC (WHR) has named Sean Beirne as the new General Manager of Sweetwater Downs in Rock Springs, Wyoming.

With over 30 years of experience in horse racing operations, management, education, and broadcasting, Beirne brings a strong background in leadership within the industry.

In his new role, Beirne will be responsible for racing operations, staffing, and regulatory compliance, as well as enhancing the overall race day experience for riders, trainers, and spectators. A key focus will also be maintaining high safety standards for both horses and jockeys.

“Sean will be a great asset to the Wyoming Horse Racing team as we continue to invest in the future of the horse industry in Wyoming,” said Eugene Joyce, President of Racing for Wyoming Horse Racing LLC. “His expertise in the sport and industry will be valuable as we grow racing operations and develop new opportunities for racing professionals and fans.”

Beirne has held executive positions at Evangeline Downs, Arapahoe Park, and River Downs, where he helped expand simulcast networks and enhance live racing events. He has also played a key role in bringing international racing content to US audiences.

Beyond racing operations, Beirne served as the Director of the University of Louisville’s Equine Industry Program and was a member of the Colorado State Racing Commission, including two years as Chairman.

“Sweetwater Downs has a strong foundation and bright future, and I am excited to build on that momentum,” Beirne said. “I am looking forward to working with the WHR team, engaging with the community, and collaborating closely with the Wyoming Gaming Commission to ensure a safe and competitive race season.”

Sweetwater Downs is set to host 18 days of live racing, beginning August 16, 2025. Wyoming Horse Racing LLC, which sponsors the races, has invested more than $1.2 million into renovations and upgrades at the track, including the annual resurfacing of the racetrack to maintain racing quality and safety.

WHR operates ten Horse Palace locations across Wyoming and was instrumental in launching Historical Horse Racing terminals in the state. The company continues to invest in Wyoming’s horse racing industry, hospitality, and agribusiness sectors, while contributing to state tax revenues.
