Cheyenne Firm Selected for $3.51 Million Highway Project in Carbon County

The Wyoming Transportation Commission has awarded a $3.51 million contract to JTL Group Inc., operating as Knife River and based in Cheyenne, for a highway improvement project in Carbon County, Cap City News reports.

The decision came during the commission’s regular business meeting this month.

The awarded project involves work on an 8.6-mile stretch of U.S. Highway 30/287 between Walcott Junction and Hanna. According to the commission, the scope of work includes asphalt paving, chip sealing, grading, milling, and traffic control. The project is scheduled for completion by June 30, 2026.

The contract is one of nine highway construction and improvement projects totaling approximately $22.82 million that were approved by the commission in April. These projects, managed by the Wyoming Department of Transportation (WYDOT), are primarily funded through federal resources and typically awarded to the lowest qualified bidder.

In addition to the Carbon County project, the commission approved the following contracts:

  • Riverside Contracting Inc. of Montana was awarded nearly $6.64 million for paving and related work on 7.3 miles of Wyoming Highway 387 between Edgerton and Smokey Gap in Natrona County. Completion is set for July 31, 2026.

  • Kilgore Companies LLC, doing business as Lewis & Lewis Inc. of Rock Springs, received a $5.26 million contract for pavement rehabilitation along 4.5 miles of Wyoming Highway 376 in Sweetwater County. The project is scheduled to conclude by October 31, 2026.

  • Avail Valley Construction-WY LLC of Afton was awarded $2.24 million for paving work on 4.2 miles of Wyoming Highway 352 south of Cora in Sublette County. Completion is planned for June 30, 2026.

  • K’s Construction Inc., also of Afton, secured a $1.58 million contract for guardrail upgrades across 1.9 miles in Fremont, Hot Springs, and Park counties, with work set to finish by October 31.

  • Whitaker Construction Co. Inc. of Utah received a $1.5 million contract for pipelining work at various locations within Carbon County, to be completed by July 31, 2026.

  • S & S Builders LLC of Gillette was awarded three separate contracts:

    • $1.12 million for bridge rehabilitation in Albany County (completion by June 30, 2026)

    • $725,000 for culvert extension work along US Highway 87/Wyoming Highway 196 south of Buffalo in Johnson County (completion by October 31)

    • $232,222 for structure repair work on the Whitaker Road bridge over Interstate 25 in Laramie County (completion by August 31, 2025)

According to WYDOT, the funding for all awarded contracts is primarily sourced from federal transportation programs, and the selection process emphasizes cost-efficiency and contractor qualifications.
