Remains Found South of Cheyenne Identified as 59-Year-Old Man; No Foul Play Suspected

Authorities have identified human remains discovered last fall south of Cheyenne as those of 59-year-old Roy Arthur Moates, KGAB AM 650 reports.

Laramie County Coroner Rebecca Reid made the announcement Tuesday, confirming that the remains were located by a construction crew on Oct. 14, 2024, near Terry Ranch Road and Parsley Boulevard.

The identification was made possible through forensic analysis by Dr. Diane France, a forensic anthropologist, and DNA testing conducted by the Wyoming Department of Criminal Investigation.

Reid stated that while the condition of the remains made it impossible to determine the exact cause and manner of death, investigators found no evidence of trauma or foul play.

“The Laramie County Coroner’s Office along with the Laramie County Sheriff’s Office is grateful for the public’s assistance in this long-standing investigation and sends their deepest condolences to Roy’s family and friends during this difficult time,” Reid said in a press release.
