ICE Nabs Ecuadorian Citizen Wanted for Fatal Minnesota DUI After Local Jail Twice Ignores Federal Detainers

U.S. Immigration and Customs Enforcement agents have arrested German Adriano Llangari Inga, an Ecuadorian national who entered the country illegally and faces vehicular‐homicide charges stemming from an August crash that killed a Minnesota mother and injured two family members, Fox News reports.
Llangari Inga, whose blood-alcohol level was allegedly twice the legal limit at the time of the collision that killed 42-year-old Victoria Eileen Harwell, was taken into federal custody Friday after nearly nine months on the run. ICE officials said the 25-year-old had twice been released by the Hennepin County Sheriff’s Office despite active ICE detainers — once immediately after the August crash and again last month when he was jailed on an outstanding warrant.
“Despite a lack of cooperation from local Minnesota authorities, ICE arrested criminal illegal alien German Llangari Inga,” DHS Assistant Secretary Tricia McLaughlin said in a statement Tuesday. She accused county officials of putting “sanctuary” policies ahead of public safety, adding that Llangari Inga’s release “could have led to even more tragedy.”
The Hennepin County Sheriff’s Office said state attorney-general guidance bars holding inmates solely on federal administrative detainers without a judicial warrant. ICE counters that it filed detainers in August and again on May 10 requesting notification prior to any release so agents could assume custody.
Llangari Inga first entered the U.S. illegally in 2016 and was placed in removal proceedings after being detained at the southern border, according to ICE. He now faces state charges of criminal vehicular homicide and injury, as well as potential federal immigration violations.
