Wyoming Superintendent of Public Instruction Megan Degenfelder has appointed one new member and reappointed two current members to the state’s Charter School Authorizing Board, which oversees the approval of charter schools across the state, Casper Star-Tribune reports.
Degenfelder announced the appointments on Wednesday, exercising her authority to select three of the board’s eight members. Returning to the board are Joseph Feiler and Steven Lupien, while Jill Bramlet has been named as the board’s newest appointee. Bramlet will replace Cindy DeLancey, one of Degenfelder’s original appointments.
“These three individuals—Steve, Jill, and Joe—are all independently qualified charter school advocates,” Degenfelder said in a statement. “Each brings unique and exceptional expertise to the board through their collective decades of school and business leadership throughout the state and all over the world.”
The Wyoming Charter School Authorizing Board, created in 2023, was established to provide an alternative approval process for charter schools, independent of local school boards. Until recently, the board was limited to authorizing only three charter schools per year. That restriction was lifted earlier this year when the Wyoming Legislature overturned Governor Mark Gordon’s veto of a bill removing the cap.
Board members initially served staggered terms to ensure continuity. Degenfelder’s original appointees—DeLancey, Feiler, and Mitchell Schwab—held two-year terms. Schwab resigned in 2024 and was succeeded by Lupien. Going forward, all appointees will serve four-year terms.
