Veteran Corrections Leader Gary Halter Tapped as Associate Warden at Wyoming Women’s Center

The Wyoming Department of Corrections has promoted longtime staffer Gary Halter to associate warden of the Wyoming Women’s Center (WWC), Director Daniel Shannon announced. The appointment takes effect Sept. 2.

Halter steps into the role after serving as the department’s policy and planning coordinator, capping more than three decades with WDOC that span security management, investigations, recruitment, and policy development.

He began his career in 1990 as a correctional officer at the Wyoming State Penitentiary, working his way up through the ranks as corporal, sergeant, unit manager, and lieutenant. His statewide assignments have included Investigative Lieutenant with the Investigative Unit in Cheyenne, Security Captain at WWC, and Security Major at the Wyoming Medium Correctional Institution. From 2012 to 2022, Halter served as the department’s Background Investigator and Recruiter before moving into his most recent central office role.

Halter is POST-certified as a correctional officer and has pursued studies at Laramie County Community College and the University of Wyoming.

“Mr. Halter’s expansive knowledge of department policy, safety, and security, along with his proven leadership, make him an exceptional choice for Associate Warden,” Shannon said. “His dedication to staff, offenders, and the mission of the Department will strengthen our commitment to safety and excellence.”
