Casper is clearing room for more affordable housing. On Tuesday, the City Council approved selling roughly 4.3 vacant acres between Central Drive and Mesa Path to the Wyoming Housing Network (WHN), paving the way for about 40 new single-family homes.

The land’s been sitting empty and never developed, Interim City Manager Zulima Lopez said. WHN plans a mix of sizes and styles—including some tiny homes—with an end goal of keeping prices under $100,000. The buildout will happen in phases, starting with 10–12 homes, according to Community Development Director Liz Becher.

The property was appraised at $300,000 in 2022, but WHN’s winning bid came in at $150,000. Becher noted the discount reflects the work still needed on the site: water and sewer lines, plus a new road—costs WHN will cover. The city had tried to sell the parcel before, similar to recently moved land along Trevett Lane, without luck.

If all goes to plan, the project adds much-needed, lower-cost ownership options in west Casper—something local advocates have been pushing for as prices climb.
