A downtown Cheyenne convenience store is looking to add booze to its shelves after the City Council held a public hearing Monday on a retail liquor license transfer.
Sukhpreet Singh, representing Cheyenne GS LLC, is asking the city to transfer a retail liquor license currently held by Scooters Scoreboard LLC to his business, Hi Market Cheyenne at 215 E. Lincolnway.
Singh told the council his company operates 10 stores overall, but the Lincolnway Hi Market is his only Wyoming location. He said the plan is to use a currently unused section of the store for liquor sales, focusing on package alcohol rather than on-site consumption.
Ward II Councilor Mark Rinne pressed Singh on whether he planned to use the catering privileges that come with a full retail liquor license — something that would allow alcohol service at events.
Singh admitted he didn’t know catering was even an option. For now, he said, the business plan is strictly retail/package sales, though he didn’t rule out possibly expanding the space later to serve alcohol on-site.
After the hearing, the license transfer request was sent to the Finance Committee for further review.
The council also set dates for a pair of upcoming public hearings:
- Sixth-Penny Sales Tax Projects
A hearing will be held Wednesday, Dec. 10 at 6 p.m. in City Council Chambers to take public comment on proposed sixth-penny sales tax projects. The meeting will also be available via electronic conference. - Federal Housing & Community Development Grants
Another hearing is scheduled during the Dec. 22 City Council meeting to take input on proposed amendments to: The city’s 2025–2027 Consolidated Plan, and
The 2025 Program Year Annual Action Plan for the Housing and Community Development Division’s Community Development Block Grant (CDBG) program.
Residents will have a chance at both hearings to weigh in on how local tax dollars and federal housing funds should be used in Cheyenne.
