MILLS, Wyo. — On Tuesday, the Mills City Council approved on first reading a series of regulations and requirements for kennels or catteries seeking to open in the city.

Operators must provide shelter with adequate ventilation to protect animals from inclement weather, overheating and damp or dirty conditions. Premises must be kept free of waste, filth, bacteria and parasites that could endanger animal health. Owners must provide enough wholesome food and fresh water to keep dogs and cats in healthy condition.

Animals must be physically restrained or confined within the kennel or cattery premises at all times. Owners must install a privacy fence to prevent escapes and block the animals’ vision of adjacent properties.

In residential areas, operators must minimize odors and noise. Noise levels must remain normal for a residential neighborhood between 8 p.m. and 8 a.m. Odors must be reduced to levels typical for a residential area.

A violation of any facility or operational requirement is considered an infraction. The ordinance requires two more readings before becoming official city code.
