US Bans China-Based Personnel from Romantic Relationships with Chinese Citizens

The United States has implemented a new policy prohibiting government personnel stationed in China from engaging in romantic or sexual relationships with Chinese citizens, The Associated Press reports, citing sources familiar with the matter.
The policy, enacted by outgoing US Ambassador Nicholas Burns in January, applies to all US missions in mainland China, including the embassy in Beijing and consulates in Guangzhou, Shanghai, Shenyang, and Wuhan, as well as the American consulate in Hong Kong. It also extends to family members and contractors with security clearances.
The Chinese Foreign Ministry deferred questions to the US side, while the State Department declined to comment on personnel matters.
The reported ban highlights the growing tension and suspicion between Washington and Beijing, amidst ongoing disputes over trade and global influence. The timing coincides with China’s vow to take countermeasures following US President Donald Trump’s announcement of new tariffs on China and other trading partners.
A former US diplomat described the policy to Bloomberg as severe, emphasizing the potential for extreme enforcement mechanisms, including the revocation of security clearances, termination of employment, and even criminal charges.
The policy exempts US personnel stationed outside of China and those already in established relationships with Chinese citizens, according to the Associated Press.
While the US State Department has not officially commented on the reasons behind the ban, it is widely speculated that it reflects concerns about potential espionage and undue influence from the Chinese government.
China also has its own regulations regarding personal relationships for diplomatic staff. A 2009 law prohibits Chinese government personnel whose spouse has foreign nationality or permanent resident status abroad from serving in foreign missions.
