Rock Springs Hotel Manager Accused Of $200K Fraud By Making Up Guests Is Arrested

A former hotel manager in Rock Springs has been arrested and bound over to district court on felony theft charges for allegedly embezzling nearly $200,000 through fake guests, fictitious addresses, and off-the-books cash deals. Melissa Fran Hutchinson, 49, of Green River, was arrested April 20 and appeared in Sweetwater County District Court on Friday. She is free on a $35,000 surety bond.

According to an affidavit of probable cause, Hutchinson managed the Comfort Inn & Suites in Rock Springs from 2023 through early 2025. During that time, she allegedly adjusted legitimate invoices to show a balance of $0, then added charges later to make it appear the balance was paid upon checkout. In total, investigators identified 334 fraudulent invoices amounting to just over $199,000 that should have been paid to the hotel.

The deception also involved creating fake guest names and addresses, many of which were repeated or mixed and matched. One recurring address came from Russian Mission, Alaska, a tiny town of about 400 people. Other addresses—from Florida, Utah, and elsewhere—did not exist at all, according to online map searches. The affidavit notes that rooms would often be checked in within minutes of checkout, leaving no time for housekeeping.

Hutchinson allegedly instructed other employees to create fake reservations and adjustments. Some long-term guests told investigators they paid Hutchinson directly in cash for weeks or months at a time. Others reported being allowed to stay free of charge. The former owner of the hotel, which was sold to a new management company in April 2025, said he fired Hutchinson and “kicked out people who were not legitimately staying on the books.”

If convicted of felony theft, Hutchinson faces up to 10 years in prison, a fine of up to $10,000, or both. She has not yet entered a plea; an arraignment date has not been set. A message left at a number listed for her was not returned.
